You don't have to believe in a God or Goddess to be a Pagan. Being a Pagan is to be with Nature and live with it. Revering a Deity(s) or Higher Figure isn't necessary to all, only to the ones that want to.

Every Pagan is able to choose the way they believe about Deity.
I believe that the Universe is Divine. That we are all a part of this Deity just as the cells of our bodies are a part of us. I also believe that this Deity can manifest in countless ways. That is why mankind has imagined so many different forms of Divinity. Each form is valid to those who believe in it. Each person will relate to God/Goddess within their heart and soul. No one could dictate to another person how they should relate to Deity.
So the Universe is God is the Universe. Each God/Goddess is a part of the Universe just as each of us are a part of the Universe, but in the end we are all One.

Just for further referance, the belief in more than one God is called polytheseism. (Did I spell that right?)
