I live in a small town with limited resources, etc. etc.

I've googled it, looked in my trusty herbal manual, but I couldn't find a substitution for it.

It's element is water, planetary Venus or the Moon, it's also called Queen Elizabeth Root or Forentine Iris.

Should I just try substituting something that's Water, Venus or Moon, and has connections with Iris? Or is there a specific substitution out there?

Rosemary can be substituted for any other herb. Beyond that I couldn't find anything else. So, if you get in a tight spot you can always reach for the Rosemary.

I looked in my BOS and didn't find a sub for it either... what intent are you using it for?

As a personal rule, I don't sub. an herb when doing a spell or ritual. Try on line Pagan shops, that supply herbs and order what you need. A friend of mine adds Orris to all her herbals for spells, she was taught that it adds strength to whatever you are doing.

I have found orris root at some of the larger craft stores, p[articularly AC Moore. It was in with the potpourri making supplies.
