For example if you think of doing black magick or a love spell on someone but never actually casts the spell, does the thought of it even carry enough power, or consequence?

I think that depends on the individual. Some people tend to think really loudly (sorry, I don't have a better way to explain this) and others tend to put a lot of emotion into their day dreams, so that they feel how they would actually feel if so-and-so fell in love with them or if their enemy was hexed. Other people are naturally "gifted" in magick but don't know a great deal about controling it. In these cases I wouldn't be surprised if their thoughs had enough energy by themselves to make a difference, but depending on the type of day dream the person was having the effects would probably be a little different than what a spell might intend. Visualisation can be a very powerful tool by itself. However, some people have trouble telling the difference between foreseeing an event and making it happen through visualisation.

I think it depends on what you mean by "think of doing" it. If you're just considering the idea, it probably doesn't hold any more consequence than any other thought. If you put intent into the thought and focus it and project it outward, yes, it might have consequences. Depends on how much you put into it and how skilled you are at doing it.

I have certainly have found so, but it's really odd in the way it works.

My intent has to be at the very actively planning stage, like I am actually looking for places around my target to hide the material baises for the spell, when the effect will kick in just ahead of any action on my part.

Anything short of that, not really[thank the gods for that, I have enough on my conscience as it is]

I agree with the yes/no responses you've gotten so far. I think everybody thinks sometimes things like, "hey, if I got into a car accident and was really sick, then maybe I would get presents and people who loved me secretly for years would fess up." But that's sort of a vague fiction, and not the same as a concerted wish.

If you think, "hey, I hope I win that award," it can go both ways. The hope helps but the fact hat you have to keep expressing hope vs. certainty (which implies doubt) can be hurtful.

If, however, you put a lot of constant, focused, relaxed, positive thought toward a goal, I think that's quite a ritual in and of itself. It's all about focus and having pure intentions and knowing all about what you want.
