My sister bought this at a flea market a few weeks ago and neither of us has any idea what it is...any help would be greatly appreciated.

She said the silver is metallic and the brown part at the top looks like copper.

If I had to guess, I'd say it's tiger iron - which is a combination of tiger eye, red jasper and hematite. The silver could be the hematite in the stone, polished since it's carved into a sphere.

If it is tiger iron, then the metaphysical properties would be drawn from all three stones, and it would be excellent for grounding. Here's another photo of another polished tiger iron sphere:
