I'm planning on making a home made deck of divination cards, not exactly Tarot, but similar. My question is, where do you find suitable material for the cards? I plan to paint on them then put a protective coating on them. Is there a manufacturer of blank cards?

I made my own deck using a computer programme to make mock-ups of a trading card game (Magic - The Gathering) and sleeves to hold the cut-out cards, but this is only for personal use. I can't really help if you want to publish it, but my suggestion would be to get hold of cheap playing cards (a pack costs roughly £1/$2, for a regular tarot deck you'd need two packs of 52, but at those prices anything is possible!) and design labels to go on the front of the cards.
For a more professional deck you may need to enlist the services of a printer, and do the designs larger so they can be shrunk down to fit and still be detailed.

you can also start with blank index cards and then laminate them

Also US games use to sell the blank cards as well.
As for my deck that I am making the one I refer to as my meditation deck will be printed on heavy watercolour paper.
