Ok... so where do I start???
First off, I don't have much knowledge about dream interpretation, I just know how they made me feel.
About 2.5 to 3 years ago, I stopped dreaming ( or just stopped remembering them.)
Before that, I had dreams regularly, except they were all recurring, scary, morbid dreams...
Then one day, they just stopped... And I haven't had a dream since.
~~Except about 2 months ago when my uncle was found dead on the side of the road in a very bad part of town, and I drove past where they found him. I had a flash of something about him... at the time I figured that it must have been a dream and seeing that area triggered the memory of it, but I'm not so sure that is the case...
Anyway, so I'm just looking to see if anybody has any clues as to why I'm not dreaming (or not remembering) my dreams any more...

It sounds like you are subconsciously relaxed enough in your current situation not to need to switch on EXCEPT at certain points like the death of your uncle and the deja-vu driving past his death-site was because either he "flashed" at you from spirit or he made sure you knew in a dream where it happened; either way it was something to do with the resonance of the place for you.
A simple four-card spread suggests : W H Y ? you have not been dreaming:
W: Four of Wands
A kind of completed, satisfied and fragile play-time which was upset by your uncle's death; but apart from this you needed to be kept sheltered and the energies around you kept peaceful and controlled rather than rushing out of control towards something similar happening to you. It has been safer to keep you yourself out of harm's way; a lot of stuff like what happened to your uncle is also happening over here, to friends of mine and Louise's and also to the general public in increasing numbers, so your fate needs to be kept safe from spiritual harm and out of the line of fire.
H: The Fool
You are hanging back from something - your uncle probably went blundering into a mess that he couldn't control, yet the smaller figure in this card knows that "fools rush in where angels fear to tread". If you dreamed vividly a few years ago and then stopped, it might be that spirit is now keeping you wrapped up warm and snug in a safety blanket, keeping you from the global truth while allowing you only to see what is going on directly around you. Subconsciously you know what is going on out there, hence your fear when you passed your uncle's death-site; but consciously to protect yourself you are not being allowed to know anything more - to scry, to project yourself, to be aware of the Other Side - at all.
Y: The Moon
Mrs. Wol (http://en.wikipedia.org/wiki/Owl_%28Winnie_the_Pooh%29) on this card is very stiff and upright and proper: she knows the Moon is there, she doesn't have to go out and flap until she exhausts herself to reach it. In the same way, when you sleep, you know you dream, and you know that you wake up refreshed - trying to dream perhaps might now wake you up again but contentment in the past with waking life and the lack of any need to strive upwards for inner or hidden meanings in the world has stopped you perhaps ending up like your uncle. Affirming now that "I want to dream, and I want to remember my dreams", and perhaps lighting incense or a candle while making this affirmation (or even writing it down and putting it under your pillow, with a bit of lavender oil or pot-pourri beside your bed or on your pillow) might aid your dreaming now that you are concerned that you haven't been allowed to see what your mind does when you are asleep. Mrs Wol lives in the knowledge that the moon exists, and so do you, yet she here also knows that turning round to face it will reveal it to her properly.

The outcome of all of this is simple: there is likely to be a moment now when you are wondering why you haven't dreamt at all over the past two years and suddenly realise that you ARE now dreaming. Another Mrs Wol, this time a gypsy fortune-teller (;) well, almost right, this is Mr Wol the Russian-Jewish mystic, but never mind), is reading your card and showing you why you are not dreaming, and how to dream. A self-fulfilling prophecy? Who knows?! Seriously, ask your wols yourself - sorry, owls - and let them now guide you to opening up to what they have to tell you, particularly about your uncle's death. You might not like what you see, exactly - there is a lot of it about now I'm afraid - but scrying in a dream will now tell you firstly the real circumstances of your uncle's death (there is a lot which people will tell you but they will never tell you the whole truth, and I think by driving past where he died and getting a funny feeling while there, it may be that your subconscious still wants to know the truth) and how you can help either put his spirit to rest or guide it Home.
Drawing a card from the Magic-The-Gathering oracle pack I have I get a card which is called Aetherflame Wall (http://resources.wizards.com/Magic/Cards/TSP/en-us/Card113558.jpg) - this suggests to me that your uncle's spirit is earthbound and there is something like this blocking his departure home. As he was a big fat wol inside like you, perhaps he needs help from you and your guides so that his guides can shepherd him back to his rightful place on the Other Side. The fires in his own "mind" are preventing him accepting that he is dead, and thus getting your "funny feeling" where he died suggests that his spirit needs help. It is not a matter of exorcism or getting out the ghostbusters; rather of finding a friendly and experienced medium who will be able to confirm my suspicions and lead his spirit gently back to the Other Side where it belongs, so he can continue his spiritual journey.

Do you have to pay mana to activate the meaning? What land type?

I am sure you are in fact dreaming, just not remembering. any number of things contribute to that, from the way you wake up, to what medications, drugs or drink you use.
To mundane things like illness, to exhaustion and more.
If you are concerned about wanting to recall then simply start working with recall techniques :)

Seriously :) you can use anything as an oracle, a good psychic can get a reading with a piece of string. As for mana and land, no, but then again Maro (the designer) is an angel ;) so he makes the cards work all on their own.
