When I read this passage I was inspired to make this post here so that we can see how this relates on many levels of our lives. Mundane and also Magical. Sometimes it helps for us to actually define things . Maybe this will help someone newer to their path a bit.
The Goal of Intention
An intention is a way of fulfilling a certain need that you have, whether that need is for material things, spiritual fulfillment, or a relationship , or for love.
Intention is a thought that you have that will help you to fulfill a need. The logic is that once you fulfill the need you will be happy.
Seen this way , the goal of our intentions is to be happy or fulfilled. So we can see that the ultimate goal of all goals is a fulfillment at the spiritual level that we call happiness, love , or joy.
When intention is repeated , that creates habit. The more an intention is repeated, the more likely it is that the universal consciousness will create the same pattern and manifest the intention in the physical world.
Only with repeated thoughts can the impossible be made possible through the intention of the nonlocal mind, the communal "I".

within the mundane i can understand this line of thought, however within the
metaphysical this "fulfilling ones need to be happy", would be rather like carrying
around a bag full of rocks wouldnt it?

While this seems a valuable piece of literature, it IS lituature, taken from another source. I believe it was posted to induce thought provoking ideas on how to create a positive effect in your OWN reality, not necessarily for discussion and debate.
I could be wrong, for I see nothing wrong with discussing the material that Shalaye has copied down for reference.
Just remember, that any further discussions on this will be the OP's ideas, and not necessarily the opinions of Mr. Chopra, with the exception if Shalaye, or anyone else chosses to paraphrase, or directly copy from his material to answer such questions, or comments.
Just wanted to make this clear...;)

How do you mean? To attempt to fulfill one's needs to be happy doesn't need to weigh one down, but rather to add drive and ambition, IMO.

people have a tendency to fall back into patterns, the reason for these patterns are usually because of unresolved issues in there life, alot of people tend to find comfort and "happiness" within familirarity, therfore in this example "fulfilling one's need to be happy" means staying within there own box, and this within spiritual practice is death.
the statment itself "attempting to fulfill one's need to be happy" isnt in it of itself a bad thing, only that going about finding this "happiness" should be your individual truth of happiness, not finding comfort within familirarity.

Food for thought!

I'm not sure that falling into old patterns of familiarity really can lead to true happiness. If we are truly seeking happiness, we won't fall into the old patterns at all.

I think the old patterns let you think you are happy because it is familar. Keeps you stuck in the rut. Or grave as it may become.

My take is sort of like 1111's.
I don't think that happiness is a destination, but a by-product. That is, if you're doing what's right for you, you will be happy.
I believe that the Gods want us to be our best selves, so I think that proper intention is for Right Action.

I agree and I also agree with the material provoking thought processes for others to make positive changes in their own realities.

No, no...I didn't read your comment as hateful at all, just wanted to clarify if anyone had a differing opinion, that they should take it up with Mr. Chopra's ideals, not Shalaye's interpretation, or reproduction of them is all.
No harm done...:)
