My only source of information is what I've read on the internet and in books, and there are a lot of different sources say that 12:00 a.m. and 12:00 p.m. (or the twelfth hours if you go by the planetary hours) are more magickal because they're "between". I've read that fog can make for powerful magick because that is a form of "between", and a lot of circles are cast to "be a boundary between two worlds".
I've also read that when the moon is void of course (when it's going from one sign to the other), any magick is futile during this time; that communication can be misunderstood, and sometimes things can become a bit chaotic during this time.
Isn't a void of course "between" too?
Just wondering...

The Celts had a thing for thresholds, for things that are not within nor without, neither here nor there etc... thing that are between, at the edge of things, or are a threshold do seem to have a special power to them.

I don't have an answer to your "void of course" question, but I did want to interject another "in between"-solar eclipses! They're the :abanana: ( Blue moons :bigredblu too, but only because of their rarity not because of any betweeness)
Another thought that I have heard discussed is about rituals performed during the "extra" hour when you turn the clocks back from Daylight Savings time to Standard Time. I'm not too sure if it has any real effect, because it's an artificial construct, but if the mindset of the practitioner is such that it makes a difference to THEM.....I suppose it could put some extra snap in the magical girdle :)

I don't know anything about astrology, so I can't respond there, but I have a vague memory that noon, midnight, and some other time (maybe 5pm?) are important gateways in Romany Magic but I'm not sure.
I'm a kind of Irish Reconstructionist, though, and can confidently agree that liminal spaces and times are very important to Celtic-Group beliefs.
Spaces like bog, tidal zone, forest edge....
Times like dawn, dusk, start of Winter, start of Spring.
Definitely conditions like fog and anything (like dusk, forest edge, etc) that limits sight;
also the 'go between' state of mind.

The "between" is something I have come to regard as the highest kind of potential. Anything is possible during this phase. Magic feels more volatile at certain times and in certain weather conditions... like there's only one small step needed to push it over the cliff and cause trouble... and it does feel like the moon being void of course might have such an effect as well.
Also reminds me of the stories told about Samhain and Beltaine... the veil between the worlds growing thinner around that time... making it easier for us to get in touch with spirits and Fae etc...
