My best friend and I have been having this weird issue for several years now. Everytime we try to get a hold of each other, something happens and we either dont get a text or phonecall, no matter how many times its been tried, or something happens to disrupt our plans. Cell phones can be odd, I know, but this just seems to go WAY beyond poor phone service. And now it seems I will be moving 4 hours away from her and we simply cannot have this wall between us.
I'm trying to concoct a spell to break this thing but I'm not sure what will work well and what might not. So far I've thought of taking a few strands of our hair and braiding them together, doing a sort of binding spell, and wrapping the hairs around a rose quartz piece. Any ideas?

I wouldn't make it a binding if I were you. No reflection of the relationship, but its easier to do a working to "open the ways of communication" than it is to break a binding later.
Edit because my thought got interrupted: I would take a map and maybe some feathers, and a roadtrip (doesn't have to be anywhere related to the map) and see what sort of magic(k) happens along the way. Wild stuff happens on roadtrips, and communication becomes paramount and more clear after a week on the road with someone.

Black Lili is correct , here...as far as I am concerned...
Madam Black...take the magick square of Mercury...the braided
hair , and rose quartz is great...on back of magick square of Mercury
draw a M , and W , connecting together...first , as single letters .
then connect them...pencil , in this case , would be best... later ,
if need be you could "erase" the connection...just a suggestion...

Well, in my opinion the rose quartz idea would be good if you were binding your friendship together, but it seems like bad communication may be the problem. You could always carve symbols of mercury in a yellow or orange candle and dress it with appropriate oils and herbs. Visualize yourself communicating with your friend easily and without upset.

Communication , is exactly why to use the magick square
of Mercury...however , it is a wise idea to use the crystal...
Rose quartz would soften the trickster tendencies of Mercury...
And , quartz structure and the six point star relate , as a union...
And , quartz has been used to aid communication , on many levels ,
including a computer...along with copper , metal of venus , and
love qualities , also...
Now...if we truly wanted to get specific...the number for unity ,
in Qabalah , is 13...
So...Madame Black...take the paper copy , of the magick square ,
with the symbol writ on back...wrap around rose quartz crystal...
then hair braid...then wrap with copper wire , thirteen times ,
clockwise...if you have one , or can obtain one...a cinnabar bead ,
the principal source for mercury , being cinnabar , placed on wire ,
on the 7th turn , around the crystal...if you choose also the candle ,
I do also feel that is a wonderful suggestion by Sage Rainsong...

Crazy idea (or maybe not so crazy), buy some sculpty clay and shape it into a couple of cell phones or computers - one for each of you - then carve the runes Ansuz and Mannaz into the clay and bake it till hard. While you are working with the clay, and best if you can both work on the project together, put in energy of friendship and ease of communication.
Or write the runes on nice paper with a calligraphy pen.
Or wood burn them into small wooden disks that you can both carry around in your pocket or purse, or hang from a silk cord like an necklace.

wow, lots of suggestions! yay! I've never studied planetary magic so this is the first I've heard anything like this before... I am rather new at this if you couldnt tell by asking for help. It is definitely a problem of communication and we may also want to bind our friendship once the block is taken care of, hoping to prevent anything from interfering again. I did recently make her a necklace of moonstone that she wears all the time, and I am about to start learning about runes, especially regarding divination, so I like the bead idea. I may also make another sort of charm as was suggested with the rose quartz, hair, and copper etc, and just keep that myself. I can get cinnabar rather easily.
could you tell me more about this magic square of mercury?

Start by reading the link Sage Rainsong provided...
I shall make some copies today , with the square in Hebrew
letters , for you , as well the correct shape , for the "Intelligence
of Mercury"...( read link...research further )...normally , this
sigil is incorrectly drawn...
There is also , from Agrippa's Kamea of Mercury...
( Kamea = Magick Square )
A very interesting "extension"...I shall post that...useful for
meditation purposes , regarding the communication aspects...
What this means , is taking the arrangement of numbers , on
the magick square , which are not in sequential order , and
drawing a line in sequential order , through the whole square...
The resulting geometric pattern , is often exquisite , in it's form...

ack! numbers! lol, not sure I could ever really get into planetary magic.... rather overwhelming to me at the moment! I'm a rather simple kinda girl. I've never actually looked into queballah, I always forget its a form of paganism, so I'm rather curious now. I'll be hangin around, though I may not really "get" everything, lol. quite curious

I can't contribute anything to the topic, but I just wanted to say the Kabbalah is actually Jewish mysticism (although it's not the only mystical tradition within Judaism, there are others).
As for the original topic, I think you've gotten a lot of great answers from everyone here, especially Shawn, Lunacie, and Sage Rainsong.
