Though it's surprising that 25lbs per person makes that much of a difference on a ride.

I've also heard that it's something about the boats wearing out and not being maintained, but they're blaming it on fat people (because that sounds so much more flattering).

If you think about it though, 25 extra pounds a person times, say, oh, that boat looks like it's holding at least 15 people... that's 375 extra pounds than it carried in the past. Yeah, I think that would make a difference.
