Is there a deck that represent all races, like spanish, asian, african, mixed-races and etc?

There are a few. The Animals Divine have Deities from around the world for the Major Arcana, including Aborigine, Ifa, Greek, etc.
The Goddess Tarot by Kris Waldherr has the suits set to reflect specific cultures. The Wands are Egyptian, for example.

I have the Goddess tarot and I really like it. It includes many Goddesses from different cultures, and the minor arcana are focused on Norse, Egyptian, Indian, and Roman.
