Freezing threads

The past week or so there have been several threads 'frozen' at the top of the list in some forums. Is it just me or is that kinda annoying? Makes it very confusing when looking for new posts I haven't read.
Don't mean to be a sour grape, but is it really necessary? I can understand if it's an important announcement concering the site and all members, but other than that it seems a little unfair to those new posts that never gets to sit on the top of the list.

the threads that were frozen at the top because they were deemed to be important, especially for newcomers to see. The new threads are immediately below those that are frozen or stuck at the top.
