I am new to all of this, so please forgive my naviete, but could someone please answer a few questions that I have about procedures about protocol.

a book I have been reading describes lighting candles in a seven day sequence is for a certain spell, does this mean that I have to do this procecdure before I go through the ritual of consecrating all the tools, i.e the athem the chalis? Or can I just proceed with the lighting of the candles.

7 day spells are often good for a goal that is long term or particularly needs a lot of power behind it, but all spells needn't last that long. As well, your tools are often cleansed in a ritual rather then a spell. You can cleanse your tools by passing them through incense smoke, over a flame, under water, through dirt or sand, or a combination of all. You can leave them in sunlight or moonlight, bury them in a safe place, or smudge them with a smudge stick. You might want to say some words about cleansing them and using them for your purposes and for the good of All or in service of the Gods or what have you.

You don't need any tools to do a spell though. If you don't have time to cleanse your tools first and the 7 day spell is important, set them aside and do the spell. If you do have time and feel it's important cleanse them first. Some people don't even cleanse their tools - for instance some people I know don't cleanse tools they get from a friend's store because they can sense the energies are already pleasant.

What Raevyn said - I have tons of beautiful tools that I had lots of fun making or finding, and I rarely use any of them. I began by formally casting spells and working rituals but it didn't take long to learn how to do magick as part of everyday life with no tools at all. I usually do take the time to cleanse and consecrate a new one but it might be months before I get around to it :D

Scott Cunningham has several seven day spells where you just burn the candle for 13 minutes, etc. so that might be another option for you.
