I don't know if this stuff has already been gone over, but I did a search and couldn't find anything, so...
1) Is it possible to unconsciously affect the way the runes fall or are drawn, like in a case where one really wanted the outcome to be a certain way?
2) What are folks' thoughts on repeating a rune reading with a different spread for the same issue for clarifications?

Possible? Sure...
Probable? No...

Don't see any problem with it... heck, you could even do the same spread again, just re-frame your question (ie: specifically address what seems unclear)...

I don't think it's probable either, and the only explanation I have to back up my opinion is that no matter how I read, my runes have never been wrong.
I especially see this when I do online readings here and answers to questions that the querent didn't even ask are answered.
However - I think it's a lot more likely for someone to interpret the runes or any other form of divination to mean what they want them to mean. No matter how you interpret them, the events that you ask about still end up being exactly what the runes or cards said, so be aware when you are interpreting the meanings.

You're welcome, and I just re-read your post and realized that neither of us answered your second question.
I don't see any harm in doing a second spread if your intent is clarification. I've done this and found that it gave me additional insight.
