hey all!
how can one learn to understand runes? can you understand it wherever it is written?

There are any number of books available on rune lore and the correspondences and meanings of the individual runes are fairly stable and well known. This means that yes, a knowledgeable runesmith will know the meaning of a given rune regardless of where he comes from or what language he speaks. Of course, reading runes as a writing system is no different from learning any other language, and even magical bindrunes can be deciphered to learn their general purpose. (Provided, of course, they are recognized as such. Runes were often deliberately hidden, especially if they served some esoteric purpose.)
