There are probally a great many ways that one could anoint statue to Bast.

One could enshirne it and then make offerings of milk, honey or perfume before the statue. Perhaps placing a small dab of it upon the statue at the time of enshrinement. Personally I would not make it a habit of placing something upon the statue itself as that could cause problems later.

You might make a sweet water ointment. Adding some oils, water and other herbs that were sacred to Bast and anoint it with that.

One might light insence or other such things and use the smoke and aroma as the anointment. Something like sage or even tabacco could be used, depending upon ones connection to Bast.

You could anoint it with sun and moon light. On the full moon place it upon an altar and leave it to take in the essence and power of the full moon to take in her aspect as a Lunar Goddess. Place it upon an altar at the high noon part of the day to anoint it with the solar facet to connect to her association as a solar goddess. This can also serve as a purification ceremony as well as you use the lunar and solar energies to cleanse and recharge the earthly manifestation of the goddess.

You could also figure out the calendar correspondence to make anointments and offerings on her holy days. The Egyptian calendar gets a bit hard in that facet as it is based on a different rotation than the 4 season northern calendars.
