Let the debate begin.
I think my favorite so far is the one with the votives, but I also like the one with the pictures.

"Reflecting Absence" and "Votives in Suspension" are my two favorites. I'm torn between them and can't decide.

I like "Inversion of Light", "Passages of Light", and "Lower Waters". They were all so beautiful, I too liked the one with pictures, but I don't want one that creates sadness. So many of them are so devoted memorials to the people who were killed (the "Garden of Lights", "Reflecting Absense", and "Dual Memory") that I see no long lasting purpose to them other than that of a cemetary in the middle of the town. We have mourned them already, now they should inspire.
I hope I don't sound uncaring because I don't mean to. It is just that the families will pass on, the families will remember their loved ones and celebrate their life, but as time moves on people will forget to care (especially in New York) about the individuals, but still need to be reminded of the meaning which, I believe, will be inspiring forever.
Perhaps I idn't say it right and I appologize for that, but I am never any good at communicating anything.
I love the metaphores though.

Well, no offense, but the entire purpose of a "memorial" (which is what this is), is to remember the dead.
