how do i make a poll?

Create a new thread. There's an option at the bottom of the screen (scroll down) which asks if you want to make a poll.

i tried that it didnt do anything

Did you check the box to the left of yes, create a poll. You also have to remember to fill in the subject line for the thread and make your initial post, before you click on submit.
