Poppy seed head harvest

Does anyone know what the correct time of day and timepoint in lunar cycle when it is correct to harvest opium poppy seed heads (unripe) for magickal purposes? (Celtic Wicca tradition, Eastern U.S.A time zone, mid-atlantic states latitude)?
