Lady Trinity,
I don't really know if this stuff will work or not... I guess it would be worth a try.
You should try and find a synthetic polymer designated to penetrate the pores of the old concrete... or some cement binder... or some acrylic adhesive (environmentally safe)... last but not least, a rubber adhesive.

Epoxy or JBWeld should fix it ok, and if that doesn't appeal to you, then I would try the "6000" glue found in the craft section of most bargain department stores (WalMart, KMart, Target), as it is used by jewelers to glue stones into settings.
If you wanted to get this intricate with it, you could also use terra cotta clay slip to glue it back together with, then take it to a local "paint your own pottery" place and have them fire it in the kiln. That would be a permanent fix, if the piece is made of terra cotta clay as it appears in the photo.
Good luck!

Thank you for all the wonderful tips!
Everyone had not yet replied at the time so I called my dad in panic! I love this candle holder and HAD to have it in one piece tonight or no sleep for me.
And I went out the Canadian tire and bought master craft all purpose white glue as my father had sug
gested and it worked!

There's a glue called E6000....it's in the craft department in Walmart and that stuff works on anything. It's thick and goopy and I use it for everything :)
