What effect does a transiting eclipse have on a natal chart?
one chart im looking at has the eclipse (3rd house) sitting right on top of natal Pluto sextile pluto (transit) The transiting pluto is conjunct natal neptune on the 4th 5th cusp.
in a trine with the part of fortune conjunct transiting uranus (7th house)
I took one look at it and flipped out.
How do you think this might pan out?

It depends which theory of eclipses you subscribe to. Traditionally, eclipses have always been seen as a bit ominous - fairly negative things that can only bring trouble. However, each eclipse is part of a "Saros Series" that repeats every 18 years. Each "series" actually has its own birthchart - for instance, the eclipse coming up later this month is part of a series which Bernadette Brady calls "6 South" and NASA call "Series 124".
So in effect, the eclipse that's happening this month is related to the one that happened in Oct 1986. The one that happened in autumn last year is part of a different series. In effect, an eclipse happens when there's a conjunction of Sun, Moon and Node - and a family of eclipses is "born" somewhere near the North or South Pole with a very wide conjunction, resulting in a very brief partial eclipse. 18 years later, the eclipse related to this family happens again, a bit further south (or north), and not so brief. In the mid-life of the cycle, the eclipse will be total.
To get an idea of the "flavour" of each family, Bernadette Brady outlines her method in her excellent book "Predictive Astrology" (subtitled "the Eagle and the Lark").
Now, because these series have clearly defined beginnings and ends, each series has its own "birth chart". The birth chart for this series is set for 6 March 1049OS (Old Style date). She uses the South Pole as its start place and a time of exact conjunction, NASA differ slightly in that they use the first location where it is visible, and when the Sun is first eclipsed (rather than exact conjunction) so they data is marginally different:
Brady: 6 March 1049OS 15:45:55GMT South Pole
NASA: 6 March 1049OS 15:33GMT 71.9S, 49.4E
However, since the Ascendant is meaningless at the pole, the patterns are in practice identical for both.
So, what can we say about this birthchart? Well, Pluto is opposite Mars, the eclipse (Moon/Sun conjunction) is conjunct Venus, and that conjunction is opposite the Uranus/Node midpoint. So these are the key ingredients to this eclipse family.
This is Brady's interpretation for this upcoming eclipse - but other eclipses will of course have different interpretations:
"This eclipse is about being forceful and taking power. It has a manic flavour about it, with great force or strength manifesting in the relationship area. Individuals experiencing this Saros Series may experience sudden events, like falling in or out of love, or sudden sexual encounters. The individual may also exert a huge effort in some group activity".

Whoa! That's the one for the 27th/28th? Hmmm... :)

Yup - and an eclipse about "taking power" just before the world's only superpower has an election.. hmm!
I haven't looked at the charts of Bush or Kerry yet - be interesting to see whether that eclipse touches their charts at all.

Coming right up! :D
Falls in Bush's 10th (Taurus) and 4th (Scorpio) houses, hitting no natal planets. Eclipse will square Mercury & Pluto in Leo, while trining/sextiling his Mars.
Falls in Kerry's 5th (Taurus) and 11th (Scorpio) houses, making a separating conjunction to his Venus in Scorpio. Eclipse will also square his Pluto in Leo as well as his Nodal axis (North Leo, South Aquarius), and is fairly close to squaring his Vertex as well, at the very end of Cancer. Trines/Sextiles his Mercury.

Thanks, Kadynas - so wonder what it all means. Since Bush has a reputation for inventing new words that never existed before in the English language (I don't know if it's an urban myth, or if he really *did* say "destructerate" once), the square to Mercury sounds just about spot on :D

You don't have to listen to Mr. Bush very long to understand that his Mercury can't be very strong. His communication skills are very basic. However, I do not know where his Mercury is, and I'm just one of Kadynas students so am not very well versed in this.

LOL! Yes, I was trying to be tactful - I don't live in the US myself, and don't want to tread on any political toes here, but let's just say that the perception over here (Europe) is that some US presidents have good reputations for being intelligent communicators... and some don't :D

Bush has his Mercury in Leo, conjunct Pluto and the Ascendant in the first house. The Sun, as his chart ruler, is buried in the 12th in Cancer.
Interestingly enough, Kerry's Mercury is also in his first house in Capricorn, but it's his Sun in Sagittarius which is conjunct his Ascendant. His chart ruler is Jupiter in the 9th house and Leo.
