Short answere...

Tarot has major arcana and a minor arcana with suits, much like a playing deck of cards. Typicaly they have 78 cards.

Oracles usualy don't have suits, and basicaly they are all major arcana, not at all like a playing deck of cards. They don't have a set number of cards.
