When someone says that you are "ruled" by a particular planet, what do they mean? And how is the "ruling" planet determined. Hope that makes sense.

Thank you,

Karmen

Each planet rules one or more signs. Back in medieval times, the rulerships were like this:

Sun ruled Leo
Moon ruled Cancer
Mercury ruled Virgo and Gemini
Venus ruled Taurus and Libra
Mars ruled Scorpio and Aries
Jupiter ruled Pisces and Sagittarius
Saturn ruled Capricorn and Aquarius

So your ruling planet is the planet that rules your RISING sign (not your Sun sign). So if you have Libra rising, Venus is your ruling planet.

In modern astrology, the three outer planets have stolen some of the rulerships - so many astrologers work on the basis that Uranus rules Aquarius, Neptune rules Pisces and Pluto rules Scorpio. Some astrologers still use old rulerships.

Also, I think the planet that rules your Sun sign is significant, too - kind of like a vice-president.

So if you had Pisces rising and a Gemini Sun, then your ruling planet would be Jupiter (or Neptune if you use modern rulerships), and Mercury would also be a significant planet.

 I've got Mercury for a ruling planet, but Jupiter is conjunct my ASC... it feels like they both rule me. :)
