Ok, well I'm running a teaching circle at my college on wicca. Unfortunatly, I have never taught people in a group where the knowledge level on everyone is different. In fact I've only actually set people on the path, never guided their learning. Here's what I have so far:
Write a book blessing for the BOS
Study the wiccan laws. Any you disagree with? Why?
Why are you here?
Dieties
Alter
Sacred spaces
Invoking power:

Willingness to trust the mother and father
Learning how to call ancestors
totem animals
The wiccan mysteries of reincarnation
Your ability to understand the art of manifestation
Learning how to banish stuff from your life
Understand the cycles of the seasons
Your attitude towards other
Learn the art of self hypnosis


But that's where my teaching guide finishes (I designed it in half an hour so not everythings in order)

Well, one way to work with different levels is to ask people what they want to learn. Sometimes you'll see patterns that work out, or you can ask the people who know more to help out newer folk.

One other way to structure is to work on concepts that are interesting no matter what your experience level. For example, spending time focusing on each element, trying exercises relating to it, etc. is something lots of people can get something out of.

You just need to structure it so the newbies aren't overwhelmed, and the experienced folk aren't bored. (usually breaking up any 'teaching lecture' stuff with practical exercises works well, as well as doing stuff that talks about feelings or impressions, not just formal knowledge of a specific path.)

Within my circle we have an always changing amount of experience. I tend to let the members tell me what they want to learn about/discuss. We do discussion circles/some teaching and exercise. We're mostly a discussion group so that everyone has input and feels equal. I don't so much like the term "teaching" since I learn as much from my members as they do from me! We are pretty much set up as such: discussion topic followed by lessons on herbs/gemstones (weekly).

I helped my HPS do a "Wicca 101" two Imbolc's ago. What she did was schedule the class so there was one full moon and one sabbat during the class. We went through:

What is Wicca
What is witchcraft (and how it differs from Wicca)
The Elements
The Sabbats
Meditation 101
Basic Herbs
Basic Tarot
Basic Astrology
God and Goddess in myth
Other forms of Paganism
