Of course there is!!!! Yourself!!!!!
First off... you don't need everything. Determine what you need and why....
You can make nearly everything. Cencer can be a shell, a bowl (I use bird gravel to support the insence), or just a standard insence burner.
A wand can be made from wood easily.
A pentacle for your altar (which can be the top of your dresser, windowsil, old table... whatever) can be made from wood or fimo/sculpy.
What tools do you want right now?

Many people claim that they cannot become Wiccan or Practice Witchcraft because they don't have sufficient funds to get the supplies that they need. Truth is, the only thing you really need is yourself.
Sure, all the tools are fun to play with, they're pretty and shiny and fill up the altar quite nicely. However, they are not necessary in order to practice the Craft.
The important thing to remember is, spells are just a way to allow you to harness and focus your energy more effectively on a specific goal. YOU are what makes the spell work, not the pretty candles, the oils, or incense. The energy comes from you and will leave through you, and the way you choose to focus (or not focus) your energy will determine the "outcome" of the spell.
You don't need fancy tools, expensive trinkets, or intricate words. They're just there to allow for better visualization and to aid you in focusing your energy. You DO need your concentration, purpose, realization, and intent.
What is your motive for doing the spell? Is it something that can be solved with mundane actions? What are the consequences of doing such a spell, and is it ethical? These are just some of the questions you should be asking yourself before getting involved with any kind of spellwork. The spell is only as good as the effort that's put into it.

alot of websites i've bin on have sed that i need an athame, a wand, certain incense, candles and oils.
