Yes, the 04:15 time comes from Peter Niehenke from the DAV (German Astrological Association) and says it's the "officially recorded time". Ratzinger was born in Germany, where they do record tiems on birth certificates, so I'd go with that one.

The 04:15 is CET, which is one hour ahead of GMT. Location is 12E51 48N15, Marktl am Inn, Germany. Asc: 19 Pisces.
