According to the website it is both.
Did you see that he has actually patented and built one of these, and that you can buy one? So it's apparently not just a theory that such an instrument can be made that utilizes this shape.
In fact he makes a point that it actually requires this shape to work.
If this theory be true, it certainly would change the dating system on the pictish stones, which are dated primarily by whether they have the cross on them or not. Maybe some are much older than presently thought.
It seems to solve some mysteries in a way, although even if all the ancestors appeared to all the experts to testify that this was true, it would be unlikely to be accepted.
Any new theory or evidence that disturbs the "status quo" of the established learned ones gets the boot...

on the face of it, it appears very like an astrolabe. an early device for navigation predating the sextant by some several hundred years. :sailing:
greek in origin i think....

If you look on that website they have "historic" Scandanavian rock art which appears to depict the use of this "tool"....
I say "babble" because I am skeptical of this. It appears to be more of a money-making scheme, like modern "Celtic Astrology".
