Thus, there was no "surplus". If you need more budget statistics check out the rest on this site: http://www.gpoaccess.gov/usbudget/fy08/hist.html And as you can see, this is a .gov domain... So what do you have to say now?

I would assume that the totals had not been added together but not being involved with the process of generating these statistics I couldn't answer for sure.

All the information I could gather from that excel sheet shows the national debt rising in the year 2000 (just as it did in every year since 1969). But you don't have to take my word for it. If you need a free program capable of loading .xls files, check out OpenOffice which is 100% free. And then you can see for yourself, and also keep in mind this info came from a .gov domain website.
